Global standardization that helps power European innovation
Across Europe, organizations and experts bring market experience, technical knowledge, and technology policy perspectives to IEEE Standards Association’s (IEEE SA) open, consensus-based global standardization environment. This long standing engagement supports interoperability and contributions to standards, related programs, and other collaborative work that can be applied in Europe and around the world.
Global Standardization in Practice
Responsible AI Systems
Experts from across Europe have contributed to the IEEE 7000 series, which provides approaches for translating ethical and human-value considerations into system requirements, design, assessment, and governance. These approaches can also inform assessment and certification programs.
For example, the City of Vienna used IEEE CertifAIEd™ to assess ethics and transparency in an AI system that categorizes incoming public-service requests. NCSR Demokritos also works with IEEE SA to strengthen Greek expertise in ethical AI education and system evaluation.
Connectivity
European experts contribute directly to IEEE 802.11 Wi-Fi and IEEE 802.3 Ethernet standards used to connect devices across homes, workplaces, and mobile applications. IEEE SA also contributes technical expertise to European ICT standardization priorities across areas including future networks, cloud computing, IoT, quantum technologies, intelligent transport, and sustainable ICT.
Nuclear Energy
European nuclear-energy professionals have participated in IEEE standards-based training on equipment qualification for nuclear-power generating plants. Nuclear builds in several European countries use IEEE standards to support equipment qualification and conformance.
Age-Appropriate Digital Services for Children
The 5Rights Foundation brought children’s rights principles into IEEE standards development, resulting in IEEE 2089. The standard subsequently served as the basis for CEN-CENELEC Workshop Agreement CWA 18016, supporting implementation of Digital Services Act protections for minors online, as well as related standardization activities.
Cybersecurity
European experts contribute to IEEE SA cybersecurity standardization. For example, European testing laboratories ATSEC and Applus+ apply IEEE 2621 cybersecurity requirements to independently evaluate connected medical devices. Products certified through the program are listed in the IEEE public registry.
What European Engagement Enables
European organizations and experts bring technical expertise, market experience, and technology-policy perspectives to IEEE SA standards development, pre-standardization activities, government engagement, and implementation programs.
This engagement helps:
- Bring European technical, regulatory, and market perspectives into global standardization
- Build connections across research, innovation, policy, and implementation
- Connect European stakeholders with global industry, government, and technical communities
- Support interoperability and access to global markets
Multiple Paths to Results
European organizations work with IEEE SA through standards development, research, policy engagement, assessment and certification, open source, and more.
- Research and European Collaboration
IEEE SA participates in Horizon Europe projects addressing energy transition, human-centric digital technologies, health-data interoperability, and digital-health quality. These include:
- DCforEU and DCforEU2
- EUDHIT
- xShare
- Label2Scale
Members of the xShare consortium, including IEEE, also established ESHIA to continue European health-data standards and interoperability work beyond the original project.
- Industry Connections
IEEE SA Industry Connections brings stakeholders together to develop shared ideas and outputs, including proposals for new standards, white papers, guides, workshops, and databases.
- Contributing to European Policy Priorities
IEEE SA contributes technical expertise to European ICT standardization and policy discussions. The European Commission’s 2026 Rolling Plan recognizes IEEE among the standards-developing organizations contributing to ICT standardization priorities across areas including AI, cybersecurity, connectivity, digital health, and sustainable ICT.
The European Commission’s Joint Research Centre has also recommended that European standardizers consider relevant IEEE AI standards in support of the EU AI Act.
- Open Source and Emerging Technology
OpenForum Europe has engaged IEEE SA in work examining the relationship among open source, standardization, interoperability, competitiveness, and technological independence. The EU-funded Iliad project also inspired IEEE P3501, creating a route for European digital-ocean research to inform a global standards project.
- Assessment and Certification
European organizations use IEEE SA assessment and certification programs to evaluate AI-enabled systems, energy products, and connected medical devices against defined criteria.
