IEEE European Public Policy Programme

IEEE in Europe works with international, EU and national institutions in EU/EFTA countries to help shape technology policy to the benefit of its members, the engineering and scientific communities, and the public-at-large. In particular, IEEE in Europe leverages the knowledge and expertise of the global IEEE community to provide policymakers with insights and recommendations to inform technology-related public policy issues from a global perspective. By directly engaging and liaising with EU and government officials, as well as hosting and participating in international events, IEEE in Europe provides its members with tangible opportunities to contribute to, and expand their knowledge of, technology policy issues, and gives them a voice and means to ensure their creativity can be employed for the advancement of technology for humanity.

Through the IEEE European Public Policy Programme (EPPP), engineers and technologists are given a platform to share their expertise, insights, and concerns on European public policy and technology policy issues within the IEEE’s fields of interest – from digital technologies to climate and sustainability. Likewise, European public authorities and other policy stakeholders gain easier access to expert input that informs the development of public policies shaping Europe’s technological future and the implication on society of these technologies.

At the core of the IEEE EPPP is the IEEE European Public Policy Committee (EPPC), which aims to strengthen the dialogue between Europe’s engineering, technical and policy communities and gives IEEE Organizational Units (OUs) a voice in public affairs and technology policy discussions in Europe. By pooling and leveraging the knowledge and expertise of the global IEEE community, the EPPC provides EU institutions and the wider policy community in Europe with independent, unbiased, and innovative advice on public policy and technology policy matters.

The work of the EPPC is supported by two Working Groups, one on Information and Communication Technologies (ICT) and another one on Energy. Composed of IEEE volunteers from across EU and EFTA countries, these groups meet regularly and exchange with policy makers and the stakeholder community to address key topics on the EU policy agenda.

IEEE EPPP work involves a combination of activities, including:

  • Production and dissemination of policy documents, including responses to public consultations by EU institutions and other government actors.
  • Direct engagement with policy makers, including through participating in EU experts, stakeholder or working groups.
  • Active engagement with policy stakeholders, including through joining flagship policy platforms, initiatives, alliances and coalitions by major organizations.
  • Organization of discussions, including webinars, that bring together technologists, policymakers, and industry leaders.
Speaking at and attending policy events by the EU or policy stakeholders.
  • Collaborations with IEEE OUs to act as one IEEE.
